Every Ohio community deserves a strong, effective local health department. Yet health departments face increasingly complex demands, limited resources, workforce challenges, and growing expectations—all while striving to protect and improve the health of the people they serve.

What if health departments could accomplish more by working together, without sacrificing their local identity or independence?

That question helped inspire the creation of the Public Health Services Council of Ohio (PHSCO).

​

Established in 2017 by forward-thinking local health departments in Northwest Ohio, PHSCO was built on a simple belief: Collaboration creates opportunities that individual organizations may not be able to achieve alone.

Today, PHSCO helps local health departments across Ohio strengthen their capabilities, access specialized expertise, develop their workforce, and find practical, affordable solutions to shared challenges.

Through shared services, training, technical assistance, and strategic partnerships, we help health departments build the capacity to meet today's needs while preparing for tomorrow's challenges.

Whether a health department needs help navigating accreditation, strengthening quality improvement, developing a strategic plan, or exploring new ways to deliver services, PHSCO brings people, resources, and expertise together to make progress possible.
