About Us

​Jennifer brings several decades of years of public health emergency preparedness and readiness experience to PHSCO through her business Rethink Response LLC.  She worked for 20 years at the Ottawa County (MI) Health Department- 4 yrs as its crisis communication specialist and public information officer and 16 years as the planning and training manager, focusing on crisis and emergency communication. Jennifer also has 25 years of experience in higher education. She holds degrees from Aquinas College and Western Michigan University and is currently an Assistant Professor of Communication at Hope College (Holland, MI). 

Victoria is a dedicated public health professional with over five years of experience in local health departments, specializing in health promotion, disease prevention, and epidemiology. She holds a Master of Public Health degree from Liberty University and has been a Certified Health Education Specialist (CHES) since 2017. As the former Director of Health Education and Preparedness at the Williams County (OH) Health Department, Victoria has expertise in leading public health campaigns, managing grant-funded projects, facilitating PHAB reaccreditation (Version 2022), and developing foundational frameworks that drive improvement. Victoria is passionate about public health and finds motivation in helping local health departments enhance the health and well-being of their communities. 

Tim brings over 25 years of public health experience to PHSCO, including two decades supervising Union County's Help Me Grow program and working collaboratively with community partners to increase access to health care services. He retired in 2024 after successfully leading Union County Health Department through both initial accreditation and reaccreditation as their Accreditation Coordinator for seven years. As a PHAB site visitor, Tim has done site visits under both versions 1.5 and 2022. Tim also served in the ministry for 15 years after earning degrees from Malone University and Gordon Connell Theological Seminary.

Joan is a dedicated public health professional with significant experience as a health educator, accreditation coordinator, grant writer, and public information officer. She earned a bachelor's degree in education from the University of Toledo. During her career, Joan wrote and implemented many grant-funded projects and provided health and safety programs and services throughout the community.  As a Public Information Officer, she ensured that the public had important health information needed, especially during the COVID-19 pandemic. Joan also served as Accreditation Coordinator, facilitating the initial PHAB accreditation process for Putnam County Health Department and achieving accreditation in early 2019. Joan retired several years ago with 34 years of public health service. She is a former PHAB site visitor and most recently assisted a local health department with their reaccreditation efforts by reviewing documents and offering input for improving them to meet PHAB Standards and Measures. 

Brad’s passion is making a difference through a systematic approach to solving complex problems. He aims to inspire, lead, and teach others to do this themselves, transforming their organizations and their own lives. He is a Certified Lean Six Sigma Master Black Belt, a Registered Professional Engineer, and an Ironman triathlete. Brad trains Yellow, Green, and Black Belts and has over two decades of experience leading improvement projects in the healthcare, public service, and manufacturing sectors. His customizable curriculum is designed to drive results. Brad believes, “Systems drive Quality. Culture drives Improvement.” He earned his bachelor’s and master’s degrees of Industrial and Systems Engineering at Ohio University.

Robert has over twenty years of experience as a Six Sigma black belt working primarily with hospitals, health systems, and pharmaceutical manufacturing. He holds a master’s in business administration from Capital University. He has led numerous Lean and Six Sigma DMAIC projects to improve throughput and increase quality. Most recently, he has been a teacher, coach, and mentor to over 100 yellow, green and black belts learning the DMAIC process in the pharmaceutical manufacturing industry. He also led several Baldrige Quality Award reviews as a lead examiner. Robert has served as a coach for all cohorts of PHSCO’s QI Training and Support services; teams frequently note how helpful his support services have been during the completion of Green Belt QI projects.
